Sealed bids for the construction of the “MDOT Roundabout Utility Relocation” will be received by, and addressed to, Attention: GENERAL MANAGER, DIAMONDHEAD WATER AND SEWER DISTRICT, (“OWNER”), at the District’s office located at, 4425 Park Ten Drive, Diamondhead, Mississippi 39525,
until 2:00 p.m., September 28, 2023. Bids will be opened during the next Diamondhead Water and Sewer District Board of Commissioners Meeting on September 28, 2023 at 4:00 pm at Diamondhead City Hall Council Chambers located at 5000 Diamondhead Circle, Diamondhead, MS 39525.

The MDOT Roundabout Utility Relocation Project requires the relocation of an existing 8” gravity sewer and 6” water mains and miscellaneous appurtenant work in accordance with the drawings, specifications and contract documents. The project work shall include construction of all facilities and furnishing of all equipment required to complete, test, and make ready for use by the Owner all structures, equipment, and systems as specified in the Contract Documents.

All questions pertaining to clarification of the bidding documents shall be directed in writing to John M. Stein, PE at jstein@deii.net

Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by the Bid Security (as defined in Section 00100 Instructions to Bidders) in the amount of not less than five percent (5%) of the Bid. The Bid Bond may be from a surety acceptable to the Owner satisfying the requirements specified in the Contract Documents or Certified Check upon a national (legally recognized to conduct business in the State of Mississippi) or state bank, payable without recourse to the Diamondhead Water and Sewer District as a guarantee that the Bidder will within fifteen (15) days after the Notice of Award enter into a Contract. The Successful Bidder must furnish a Performance Bond and a Payment Bond equal to 100% of the Contract amount each with a surety company acceptable to the OWNER and in a form acceptable to the OWNER.

Bids may be modified or withdrawn at any time prior to the time set for opening Bids. Bidders may not withdraw their Bids for a period of ninety (90) calendar days after the actual date of the opening of the Bids.

A Pre-Bid Conference will be held at the Diamondhead Water and Sewer District Office Meeting Trailer located at 4425 Park Ten Drive, Diamondhead, MS 39525 on September 7, 2023 at 10:00 A.M.

The Owner reserves the right after opening Bids to reject any or all Bids, to waive any informality (non-responsiveness) in a Bid, or to make award to the lowest and best qualified, responsive, and responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER.
